From September 9 to 13, 2019 under the auspices of the Embassy of Japan in the Kyrgyz Republic and the Export and Border Security Program (EXBS) of the US Embassy in the Kyrgyz Republic a workshop on Strategic Trade and Export Control for the officials of port control units of the Kyrgyz Republic was held in Bishkek.

This training event took place in the framework of UNODC-WCO Global Container Control Programme aimed at raising the awareness of customs officers about identification methods and control principles of the movement of military and dual-use goods subject to export control.

The workshop was conducted by a UNODC expert together with a representative of the State Fiscal Service of Ukraine - an official of the Department for Specialized Training and Canine Services of the SFS, an accredited WCO expert-trainer in Strategic Trade Control Enforcement (STCE).

The participants of the workshop got acquainted with the standards of international instruments governing the transfer of dual-use and military goods, participated in practical exercises aimed at identification of distinguishing features of controlled items and recording of the results of customs inspections, considered potential threats of controlled items and the ways to minimize them for health and life of the officials inspecting such goods.

Drills on the selection of container transportations connected with high risks were carried out in the field conditions – in the customs control area in Bishkek. The selection of containers was done on the basis of marking and appearance of a container as well as study of shipping documents and analysis of statistic data of foreign economic activity.

With the aim of developing cooperation among officials of the state bodies involved into the procedure of control of movement of military and dual-use goods representatives of the central administration of the Ministry of Economy and the State Service of Export Control of the Kyrgyz Republic attended the workshop and held presentations.

Testing the participants’ knowledge with the use of modern Internet technologies and further discussion of its results facilitated the consolidation of the workshop materials.

All participants received certificates at the end of the event.
